H. Douglas Cooper, MD, is a board-certified ophthalmologist and co-Medical Director for Pacific Laser Eye Center Medical Group since 1996. Dr. Cooper graduated cum laude in 1981 from Brigham Young University. He spent two years as a missionary in Venezuela before returning to the United States and earning his Doctorate of Medicine from Tulane University School of Medicine in 1985. Following medical school, Dr. Cooper participated in a select yearlong internship at Charity Hospital in New Orleans. He returned to Tulane University to complete his ophthalmology residency, earning the prestigious "James Allen Excellence in Ophthalmology Award."
Dr. Cooper has been published in the American Journal of Ophthalmology and Archives of Ophthalmology. He started a general ophthalmology practice in 1989, specializing in refractive and cataract surgery. He has personally performed more than 10,000 LASIK procedures and treated his associate, Dr. Richard Meister, for hyperopia.
Richard B. Meister, MD, is a board-certified ophthalmologist and co-Medical Director for Pacific Laser Eye Center Medical Group since 1996. Dr. Meister received his undergraduate degree from the University of Oklahoma in 1971 and attended post-graduate courses at UC Berkeley while participating in microsurgery research at Mt. Zion Hospital in San Francisco as Director of the Experimental Surgery Lab. Dr. Meister earned his Doctorate of Medicine at the University of North Dakota before participating in a select internship program at UCLA Harbor General Hospital in Torrance, CA. He completed his ophthalmology residency at the prestigious Hermann Eye Center, University of Texas at Houston, where he served as Chief Resident and was voted "Most Outstanding Resident" by his peers
Dr. Meister launched a private practice in Sacramento in 1984, specializing in refractive surgery and serving as a pioneer in the burgeoning field of vision correction. He was the first surgeon in Northern California to perform ALK and the first surgeon in Sacramento to perform PRK on patients. He is a faculty member at the Fullerton Southern California College of Optometry and has appeared on radio and TV programs Statewide and lectured internationally on refractive surgery.
